Added timeoffset and soap help files

Addition of the REX postprocessor. Refer to Readme-V111.txt and the explanations in WebGrab++.config, mdb.config and rex.config.xml for configuration and use. Be sure you apply the latest upgrade, after you install this base version!

Small program that replaces the time offset part of the start and stop time in a xmltv file by the corrected time string for the local timezone.

- Change in site argument value in the header of the channel-list file.
Now equal to the url value of the general site dependant data of the siteini.
