Help to create Telepoche ini file

I discovered WebGrabPlus and I would like to create an ini for the site Télépoche.
The problem is that I do not know anything about it.
All I can offer is a php file that I find on the net.

If someone can create me an ini so that all this works with WebGrabPlus it would be nice
